Mr. Brad Horton is the Project Lead of the U.S. Army's Threat Systems Management Office (PL TSMO) at Redstone Arsenal. PL TSMO is the lifecycle manager for the Army's threat, instrumentation, and target capabilities and reports to the Capability Program Executive for Simulation, Training, Test, and Threat (CPE ST3, formerly PEO STRI). The office acquires, operates, and sustains unique technologies to provide accurate and threat-faithful Electronic Warfare, UAS, Cyberspace, Information Advantage, and test-enabling capabilities and infrastructure. These systems support the Army and Joint partners in Test & Evaluation, assessment, experimentation, and training. The TSMO portfolio includes one of five CYBERCOM-accredited Red Teams authorized to emulate full-spectrum cyber, physical, and operational security threats against Department of War systems and commands.
Before his appointment as PL TSMO, Mr. Horton accumulated more than 20 years of experience as an intelligence and security practitioner. Prior to his government service, he held various software and security positions with defense contractors, including General Dynamics, SAIC, and Dynetics, where he supported NASA, the Missile Defense Agency, and clients in the commercial insurance, medical, and financial sectors. Mr. Horton’s civilian service with the Army spans 17 years. During this time, he served as an on-net cyber operator, close-access operator, mission lead, and chief for teams, branches, and divisions. In these roles, he became the longest-serving Red Team chief within the Department of War. In 2021, he helped establish the Information Advantage division within TSMO, integrating a new portfolio of technical effects and next-generation assessment capabilities. In 2023, he completed a Joint Duty Rotation with the Chief Digital and Artificial Intelligence Office (CDAO), the Defense Digital Service (DDS), and the Office of the Principal Cyber Advisor to the Secretary of the Army, supporting the “Hack the Pentagon” program and other initiatives to deliver secure technology to the warfighter.
Mr. Horton is a member of the U.S. Army Acquisition Corps and holds a Level 3 certification in Information Technology. His professional certifications include Certified Information Systems Security Professional (CISSP), Information Systems Security Management Professional (ISSMP), Certified Ethical Hacker (CEH), and Certified Information Systems Auditor (CISA). From 2012 to 2023, he also served as the Technical Editor for McGraw Hill's "All-in-One" Certified Ethical Hacker certification guides.
Mr. Horton holds a bachelor’s degree in business administration from the University of Alabama, a master’s degree in management of information systems, and a graduate certificate in information assurance from the University of Alabama at Huntsville.
